Dr. Rafael Carlos Balbuena Pucheu

Rafael Carlos Balbuena Pucheu is the president of Estudio Jurídico Balbuena Camps & Asociados, where he practices as a trial attorney and advisor across the various areas of law. He holds a law degree from the Universidad Autónoma de Santo Domingo (UASD), is an active member of the Colegio de Abogados de la República Dominicana (CARD, the Dominican Bar Association) and is an attorney and notary.

He completed a master’s degree in Civil Law and Civil Procedure at the UASD and a master’s degree in Administrative Law and Municipal Management at the Universidad de Castilla-La Mancha, and keeps his knowledge current across the various branches of law through national and international seminars and conferences.

With more than three decades of practice, his work focuses on constitutional, civil, commercial, real estate and administrative litigation law, as well as habeas data, habeas corpus and amparo actions.

Outside the firm he is president of the Fundación Comunidad Ecológica del Atlántico and devotes part of his time to the agricultural sector as an active member of the Asociación de Ganaderos Puerto Plata Central and chair of the oversight committee of the Coopanor cooperative.
